RE: [office] obligated members?

Hi Tom,

  Under the new IPR policy, someone can be part of a TC for up to 60 days before being obligated to the IPR terms and conditions.
The daycount shows the status of each member/voting member (not relevant for observers). Most TCs have not yet transitioned to one
of the new IPR modes so the 60-day counter is irrelevant until such transition takes place.
