style:join-border

I was told that OOo offers the choice between joining paragraph borders (for consecutive 
paragraphs with matching top/bottom borders), and saves this with the style:join-border
attribute. Is that correct? 
If so, why isn't this in the OASIS spec?
(It should be true by default, but we also need a way to set it to false to avoid the joining).
