It seems to be obvious that section 15.10.4 describes an attribute that 
is applied to rows rather than columns. I therefore propose to change 
the description to

"The fo:break-before and fo:break-after properties insert a page or row 
break before or after a table row. See section 15.5.22 for a full 
explanation of these properties."
