The simpler answer is to allow annotations of a single block element?
E.g. a single paragraph. The annotation is not 'parallel', it is a normal
block with an idref to a single id element.
No overlapping markup. Simpler solution.
The restriction is that the annotation must make it clear (via content) to which
block elements it is referring?
