Do you mean as in having a "definitions" section?
That is permitted but not required by JTC 1.
Personally I dislike such sections as it forces a repetition of
information that is defined elsewhere.
That is I agree that terms should be defined but those definitions
should occur in context and not in a list divorced from that context.
