OpenDocument conformance definition proposal v9

Dear TC members,

as agreed in yesterday's TC call, I have updated the conformance 
definition proposal.

- "host language" conformance was renamed into "extended" conformance.
- The reference to the formula specification has been removed again.
- I have removed the note that the use foreign attributes in 
<*-properties> elements is deprecated, since this was left from the 8th 
iteration, which had only a single conformance mode.

I have not added anything regarding the use of foreign elements and 
attributes in <*-properties> elements of conforming documents, since 
this should be discussed separately.
