Section 17.298 form:name

Ed. Note The language "This may be used to give a form or control element an identity, which is important for scripting and for submitting the content of controls." should be deleted. Control elements already have form:id. See 18.470. Forms should not be addressed by name. Particularly if the names are not required to be unique, as is the case here. We need to distinguish the concepts of display name and identification for referencing/linking/etc. Both are necessary and both merit robust solutions. However, it is unwise to confuse the two in some false sense of economy.
