I'm not sure if I agree to that. The attribute belongs to controls that are enforcing that the textual control value is a correct textual representation of a number, a time a date, or some other formatted text. While the value remains textual, the increment or decrement operates on the converted value. Saying it increments or decrements a textual value seems to be confusing to me.
