JP2-27

My comment to Patrick with respect to JP2-27 was:

I hope we all recognize that the specification provided is insufficient
to create any interoperable implementation. Perhaps the erratum
should just state that measure shapes/lines are underspecified in the
specification and their complete behaviour in ODF 1.0 is implementation
defined.
