As suggested by the original author the constraints should be cahnged to:
Constraints: x,n,M,N must be integers and are truncated if non-integer. Further, x<=n,
M<=N with x,n,M,N >=0.
In the definition we are using the mathematical binomial coefficient (ie. binom(a,b) is the number of b-subsets possible out of a set of a distinct items) rather than the BINOM function, so this definition extends to that enlarged range for x since binom(a,b) is 0 if b > a.
