Encryption/OFFICE-967

Dear TC members,

in the TC call on the 17th of August we agreed that ODF 1.2 should 
support other encryption algorithms than only Blowfish (which is Jira 
issue OFFICE-967), and I promised to care about a proposal for this. 
This is ready now. The proposal is available here:

This is a part 3 specification document where the required changes have 
been made with change tracking enabled.

We won't have a TC call on September, the 7th, and it is likely we won't 
have one on the 14th as well. I therefore suggest that we agree that we 
conduct an e-mail ballot for the proposal (or a modified one, if 
modifications are requested), that may start some time next week, when 
everybody could have a look at the proposal.
