Michael,
"need not" only occurs in the new conformance language except for the following note in metadata:
"Applications need not process custom metadata other than to preserve it when editing a document."
I will alter this to read:
"Applications should preserve custom metadata when editing a document."
We really don't have to say anything beyond that.
