I agree that we should be consistent. If 18.471 style:data-style-name is the only place where we say a style must exist, then we should remove that requirement there.
Regarding the question whether we should add a general requirement that the references styles shall exist: We haven't had this so far, and I think this is nothing we should add in the last minute. My suggestion is to revisit this topic when we discuss naming in general for ODF-Next.
