This is definitely a bug.  Current implementations use SHA1 and SHA1/1K as quite different.  To choose a URI named ...sha1 for SHA1/1K is a mistake, since apparently plain SHA1 (not 1K-limited) is in use and expected to work.

Along with the repair, there is probably something here to be called out in the changes between ODF 1.1 and ODF 1.2.

TO BE CHECKED: Whether the urn: URI scheme permits fragment identifiers.

TO BE CONSIDERED: Using an OASIS URL scheme rather than URN scheme for these cases.
