3.9 Array reads:

This specification requires that applications that claim to support arrays support arrays with one or more columns, each with one or more rows, where exactly the same number of columns are contained in each row.

This should appear in the conformance clauses. Plus lose the "requires" language. Should be a shall. Suggest:

Arrays shall consist of rows with an identical number of columns. 

Or words to that effect.
