[I think this is a known problem, but I thought I would record it while reviewing the draft.\

The list of Non-Normative References is the same as the list of Normative References.  There are then some additional references that follow.

Also, Non-Normative is a hyphenated term.  When did it start to be two words using the non-English term "non"?
