The only mention of the breaking changes and new normative requirements for protection keys is this section F.1 bullet point (4th in the first list):

The reference to 19.698.3 is incorrect.  A better reference is 19.853.

Also, this change is more than additive.

The values for table:protection-key (19.699) and text:protection-key (19.852) were previously (ODF 1.1) left as implementation-dependent.  That is no longer true, with specific default now required in the absence of the 1.2-added optional protection-key-digest-algorithm attrributs.
