Note: Depending on the evaluator's encoding the number of octets returned may be actually more than expected, for example in UTF-8 or UTF-16 encodings.

Change the TODO paragraph format to Text Body.

I propose to change the note to correspond with the similar note for the UNICODE function that talks of octets instead of string length.
