Rob,

OK, so if an "implementation is unable to converge on a solution given a particular Guess, ...." what are the alternatives to returning an error? That is to say if it can't produce an answer, what else could it do but return an error? 

Shouldn't this be "...shall return an error." ?

If not, then what does it return if it can't produce a solution? And how does it know it can't produce a solution?
