Considering that not all of the functions with A (and without) seem consistent out in the world, according to the notes, this does seem to be a problem.  My question is more about the implications of ratifying STDEVA in a standard in a way that does not seem to improve interoperability very well in the cases it is defined for.

I guess another way of asking my question is, do we consider this the responsible thing to do?
