Yes, at least the ODF specification is missing here some statements about how to reconstruct the text before a deletion took place in the case that the deleted text is part of a list.

As there are also some stuff missing for the deletion of table cells/rows/column regarding tracked changes.
Tracked changes was also discussed on the ODF Plugfest in Granada, Spain.

Thus, I propose to postponed this issue to the next version of ODF.
