PS: I also don't see how we got to here from Michiel Leenars public comment. This is a long way from a "correction" in response to a specific public comment item, especially considering how much of that comment is not being addressed.
I thought you didn't want to do that kind of scope-expansion based on other matters that turn up along with analysis on behalf of a public comment.
