19.254 reads in full: 

"The form:auto-complete attribute specifies whether, when the user enters text in the combobox that is the prefix of one of the list items in the combobox, the consumer automatically completes the text to the one of the first such item. "

Should simply say the consumer completes, yes? 

Not sure about the rest, seem confusing.
