The first sentence of 9.1.6,

"The <table:table-column> element specifies properties for every column in a table"

suggests that a single <table:table-column> element specifies properties for all of the columns.

I think it is this way:

The <table:table-column> element specifies properties for one or more adjacent columns in a table.  Every column in a table has properties specified for it in exactly one <table:table-column> element of that table.
"""
