Not unclear that "arrows" are required by vague about what sorts of arrows. 

For ODF-Next we need to define default graphic shapes for arrows and a host of other graphic shapes that we mention but don't define. 

Not possible for ODF 1.2 given the constraints about not breaking with ODF 1.0/1.1 with more definite requirements.
