20.45 chart:series-source -assigned more specifically - has priority ?

Two problems:

1) How to evaluate "more specifically" 

2) Has "priority"?

Sounds like a requirement to me. 

Suggest once we sort out "more specifically," something like:

"If more than one data assignment is made to a chart element, a more specific assignment of data with a values-cell-range-address attribute on a <chart:series> element shall be the data of that chart element."
