19.252 form:apply-design-mode - attribute values missing

false: forms in document presented in completed state

true: forms in document presented in editable state

I am assuming that false means the form cannot be edited. Yes? 

BTW, I switched from "fill-out" stated to completed state to make the distinction between the two settings clear.
