In developer parlance, a tooltip is a message that pops up, usually in some sort of surrounding text box, when there is a mouse-over to the control.  

For example, when browsing this OFFICE-2908 JIRA issue, if you mouse-over the "History" menu item in the bar that has OASIS in it, you'll see a tool-tip about what that button is used for if you are lucky -- tips sometimes take a bit of mousing-around to provoke.

I have no idea whether that is what is meant and how one might say so in an implementation-neutral way.

How these might come to be localized is an interesting challenge, but I digress.  I also don't know what the accessibility issues might be around controls and assistive technologies for using them.
