In this case, it is a general introduction section, which has a little more leeway than other normative text. Granted it should be precise but its purpose is to introduce the following material.
I am going to change this one as indicated and see if anyone thinks it is an issue. Recall that I have 30 cases to change so I don't think we can debate all of them on weekly phone calls. Suggest we make better use of JIRA to briefly state objections/issues to any particular one.
