What does "The ranges specified are represented in a chart as consecutive series." mean?

The chart uses them as separate series but in most cases it will _not_ represent them as consecutive series.  Moreover, this does not have to include all data since chart:series elements can define data ranges.

Somewhere it should be made clear how the ranges specified by the plot-area and those specified by the chart:series relate.
