Patrick, I assume this last comment is now beyond whether "implementation defined" is hyphenated or not, and is about how "implementation specific" is to be understood where that occurs.

I think your observation is correct, with regard to ODF 1.1, but it it may be on an individual case basis whether or not it stays that relaxed for ODF 1.2.
