If the default value for FV is really 0 (as in the current draft) then it doesn't make sense to allow PMT to be optional only if FV is given,
since PV( Rate ;  Nper ;  ;   ) would have to be the same as PV( Rate ;  Nper ;  ;   0). 

Also, we need to know what PMT is assumed to be if it is omitted.
