But in your example, how can an application present an editing UI? There is no way to tell whether "seafood" is the English version of "viande" or "fruits de mer".
I suppose the app could just give a flat list of four subjects, with zero structure. But that isn't very useful.
Ideally you would want structure like:
<dc:subject >
<term xml:lang="en">seafood</term>
<term xml:lang="fr">fruits de mer</term>
</dc:subject>
At least that matches the structure of the data. Unfortunately, that is not what DC does.
