"May" is used to express "a course of action permissible within the limits of the document." Synonyms include "is permitted", "is allowed" and "is permissible".
This is per ISO/IEC Directives, Part 2, Annex H.
But isn't the real problem here that we need to define a resolution mechanism, i.e., of all the allowed ways of defining styles and families and inheritance, what is the definitive rule to use to identify which style definition applies in a given instance.
