While it may not matter to implementors or implementations and consumers, I think it is important for users of the format to be able to see what the likely default behaviour is going to be.
As a TC we should be interested in that even more so since in 5 years when we may want to decide to enforce certain default behaviour we are going to have to answer the question what are implementation using as default.
