I believe that my original issue is fixed by the clean up of day count basis definitions in OFFICE-2630.

The behavior of applications today is to reverse dates for all date basis values.

In OFFICE-2630 we state that the conversion to an integer is done via truncation, so I think that is clear.

I'll resolve this issue as "no change"
