Meeting Call-In Quality via Skype

Concerning the problem that Patrick and I have noticed on the difficulty of
getting keypad tones through to the Oracle system from Skype with any
reliability, I turned in a keypad-tone defect when commenting on call
quality as part of disconnecting through Skype.  

I'm not sure it is Skype's problem, but at least they can look at their logs
for any patterns in this regard.
