According to the schema we allow arbitrary angles not just those values currently given. I think the resolution should be:
In 20.373 style:text-rotation-angle delete:
"The defined values for the style:text-rotation-angle attribute are:
● 0 degrees
● 90 degrees
● 270 degrees
● an angle as specified in18.3.1. The value shall be one of 0deg, 90deg or 270deg, or any of
its equivalents in rad or grad."
