19.470 / 19.598 - Style:Condition & Table:Condtion - quotationmarks for strings not clear

I plan on applying Dennis' suggestion on the quotation mark language as
the current resolution is still ambiguous. 

Are there any objections/concerns? 

I plan on applying the suggestion from Dennis before our conference call
next Monday.

So, please sing out if you have an issue with that plan.
