I find it an unreasonable restriction to allow angles of 0, 90 and 270 degrees only.
I suspect that there is in fact a connection with OFFICE-3430 and my observation there that OOo uses style:rotation-angle t rotate the text of the axis labels rather than style:text-rotation-angle.
