New issues from the public comment list

I've migrated new issues over from the public comment list into JIRA.  The 
last time I did this was Sept 8th, after the CD 05 public review ended.

We've received two new comments since then:  OFFICE-3460 and OFFICE-3461.

Please take a look and offer a comment or propose a resolution.
