I do not find the resolution acceptable and I still consider this a breaking change. Previously style:rotation-angle was described to rotate teh _content_ of the element in question. For an axis that content consists of a line, tick marks, tick labels, axes label. So these ought to be rotated (around a common center of rotation). The proposed (and unfortunately already applied) resolution restricts the rotation to "each label of the axis".
[Note that I am also not sure what "each label of the axis" refers to. I assume as a moinimum it includes the axes label specified by its <chart:title> subelement.]
I would prefer to keep the NEEDS DISCUSSION. (Of course alternatively I can also file a public comment during the next public comment period.)
