The description in 19.259 form:command-type contains the following note:

Note: The value of a form:datasource attribute of "A URL specifying a database connection." does not specify a database connection and therefore the value of query for this attribute is not meaningful in that case.

This not has been added as part of the resolution of OFFICE-1631.

However, the note is a little bit difficult to understand, since it uses indirections and negations. Suggestion:

Note: The attribute value query is only meaningful if the form:datasource attribute specifies a data source name or an database front-end document.
