I'm not going to the mat on this one. I don't believe for a moment that anyone can create an interoperable implementation of this given the description as it is or even as it is adjusted by OFFICE-1809.
Be that as it may, I agree the key thing is to achieve reconciliation with Errata 02 and ODF 1.2.
Nevertheless, we should keep in mind that the defect report made this claim that I find difficult to dispute:
