I have to agree that it is odd that an implementation-dependent feature is on by default. This default is a carry-over from ODF 1.0/1.1.
Note that the Conformance Clause C1 does not provide a syntax for regular-expression formulas, it just states some features that must be expressible. It's a very interesting situation.
