suggest close, no action.  Nowhere does it say or imply that ODF requires ZIP level encryption.   I'd put this in the same category as ODF's reference to SMIL for animation, including reference specifically to <smil:audio>.  That element specifies the playback of audio streams during animation.  Does that mean that an implementor could embedded a proprietary audio clip, such as MP3, that may require licensing to encode?  Yes, it does.  That is a choice for the implementor (or even the end user to make).  But ODF does not require that a conforming implementation use proprietary audio formats.

Similarly, nothing in ODF states a requirement for an implementor to use ZIP encryption.
