Note that I said "seems to refer". While you are right that "character content of the paragraph" is the subject, "which" refers to a noun phrase, and in this sentence there are two possible candidates "character content of the paragraph" or just "paragraph". I am not a native English speaker so there may be a rule about which noun phrase it refers to, but what is important is that that formulation has a high potential for a misunderstanding and in my opinion should therefore not be used in this form.
