My intent for ODF 1.3 is to define a HOLIDAY(String name, [Date year]) function (or similar name) that would return the next instance of the named holiday, or the first instance in the specified year.  We would have pre-defined list of common holidays, but also allow extensions to specify additional holidays, perhaps national ones.  These could be prefixed by country codes to make them unique, e.g., us.laborday versus uk.laborday.
