Open conference on ODF-Next/plugfest

The ODF TC is interested in/discussing the potential to hold an open 
conference on ODF-Next.

ODF-Next *is not* an official title for anything other than a bucket 
into which to put requests for features, enhancements and the like for 
further consideration by the ODF TC.

Since features, etc., should be driven by the user community for ODF. 
That community includes people and organizations that are *not yet* 
OASIS members. But whose requirements and contributions could lead to a 
stronger ODF and quite possibly their membership(s) in OASIS.

Question (finally): How can the current IP agreement for the comment 
list be modified (possibly drafted by the TAB) to extend the same IP 
waiver in favor of OASIS for draft submissions, final papers, 
presentations at such a conference, discussions, etc. ?

Thinking that other TCs may wish to also drive their development (as 
well as solicit new members) via such conferences so this may be more 
than a one-off sort of thing.

I have cc:ed the TAB (as potential assistants in drafting) and the ODF 
TC (since I volunteered to get more information on the issue for them).
