Cleanup of JIRA "versions"

I cleaned up JIRA a little.  I found
a feature that let's you "archive" old version strings.  So
I did that for the intermediate work product versions from ODF 1.2, all
the CSD's.  So now when you look at the UI for entering or editing
issues, you'll only see a much cleaner UI, with the actual end product
versions.
